GPU registry editor

Until now the only way to modify parameters is via RegEdit, but we know that many artists and simple users can need these tweaks, and RegEdit can be cumbersome.

The software can handle the following registry keys:
TdrLevel, TdrDelay, TdrDdiDelay, TdrDebugMode, TdrLimitTime, TdrLimitCount.
- to set a key write value in decimal notation (no hex).
- you can also save or load a setting file in JSON format.
- you must push "write to registry" to fix key/values into "registry"
